First-time buyers closed 47 homes in Waterbury during June at a median price of $195,000, according to figures released this week by the Waterbury Board of Realtors.
The increase from 32 closings in May arrives as mortgage rates held near 6.4 percent following the Federal Reserve’s June policy statement. Entry-level stock remains limited citywide, yet listings in the $180,000-$220,000 band moved faster than any other segment during the second quarter.
Neighborhood Activity
Brooklyn recorded 14 first-time purchases last month, the highest total among city neighborhoods. Buyers focused on two- and three-family homes along Grove Street and North Main Street, where several properties sold within 12 days of listing. The Waterbury Development Corporation’s down-payment assistance program processed 22 applications tied to Brooklyn addresses between April and June.
Waterville saw nine additional closings in the same price range. Three sales occurred on Chase Avenue near the former Scovill factory site, now under redevelopment by the Naugatuck Valley Development Corporation. Local agents report that properties there averaged $204,000, roughly 8 percent below the citywide median for all homes sold in the second quarter.
Both neighborhoods sit within the city’s designated Opportunity Zone tracts, which qualify buyers for state tax credits when they occupy the home for at least five years. The credits, expanded in 2025 legislation, have drawn applications from 61 households so far this year.

Inventory released in the first week of July shows 38 homes priced below $220,000 currently active. Agents advise pre-approval through one of the three local credit unions that participate in the city’s first-time buyer certification workshops held monthly at the Silas Bronson Library. Those workshops next meet on July 18 and August 15.
Buyers who secure financing before the next Federal Reserve meeting on July 29 may lock in current rates before any potential adjustment. The Waterbury Housing Authority maintains a list of certified lenders and will post updated workshop dates on its site by July 12.
